University of the City of Manila College of Medicine, Philippines

The Pamantasan ng Lungsod ng Maynila College of Medicine was established in June, 1983 with 48 medical scholars by virtue of Resolution No. 806, series 1980, passed on December 15, 1980 by the Board of Regents. It was envisioned from its conception that the College of Medicine will offer a unique, community-based medical education that will serve the health needs of the people of the city of Manila particularly those residing in depressed barangays as primary care physicians. At the start, the program was on a full scholarship basis for poor but deserving Manila residents who have finished a premedicine course and have met the necessary requirements. Three years after its beginning, the College of Medicine opened its doors to qualified non-Manila residents under the socialized curriculum where their tuition fees were based on their parents’ income. This marked the beginning of the classification of freshmen students having scholarships where the tuition and miscellaneous fees were either minimal or free. Eventually another category was included for those students paying the full amount. On the fourth year of its operation, the College of Medicine opened the Community Medicine Residency Training program in line with its objective to provide medical care to the underserved of Manila. This enabled its students under the scholarship programs to render service. After graduation, the medical graduates were assigned to Ospital ng Maynila Medical Center or other hospitals as intern (PGI). After they have passed the Medical Board Examinations and have obtained their license to practice, they were to serve the city for four years either as resident physicians at any other hospital owned and operated by the City of Manila, as faculty members at the College of Medicine or as a regular employee at the Manila Health Department (MHD). In the following years, the community service program as a manner of giving back to the city of Manila underwent modification to suit the needs of the university and the other communities within the city of Manila including our very own university. To further enhance the development of the students and faculty of the college with regards to training and research particularly in the field of Community Medicine, the College of Medicine became a member of the Association of Philippine Medical Colleges Foundation (APMC), International Network Community-Oriented Educational Institutions for Health Services (based in Holland), Metro Manila Health Science Community and Philippine Council for Health Research Development. It was also affiliated with the following institutions: the University of Indonesia, the Gadjah Mada University in Yogyakarta, Indonesia, the University of Nebraska at Omaha Medical Center in the USA, and the San Lazaro Hospital. Through the years the Pamantasan ng Lungsod ng Maynila College of Medicine has gained recognition and respect as one of the premiere medical schools in the Philippines being consistently in the Professional Regulations Commission’s (PRC) list of top 5 colleges in the Physician Licensure Examinations. Because of the exemplary performance of its graduates, three years after it has produced its first batch it was given full accreditation as a medical school. The college has produced several board placers and physicians who have become noted in their respective medical specializations and service to the community. The graduates were given opportunities to give back to the College of Medicine and the city of Manila and the nation as faculty members, health service providers in the university, Manila health centers, government hospitals under the city of Manila, and the Manila Health Department and community health organizers and providers in the Count-Me-In Program. Because of the College of Medicine’s noble vision and because of the impressive performance of its graduates, it has been included in the list of schools granted scholarships for medical students namely the PCSO-DOH Pinoy MD Medical Scholarship Program and the “Bagong Doktor Para sa Bayan” from 2000-2010. The aim of the College of Medicine has always been to produce medical graduates who strive for academic excellence and develop the passion for further training, research and community-service. With the efforts of its administration and faculty and the contributions of its graduates, the institution will continue its pursuit of being a center committed to excellence in providing quality medical education, training, research and service that is community-oriented. In line with the university’s mission and vision, the PLM College of Medicine aims to be a professional school committed to excellence in community-oriented medical education, training, research and service; an excellent center for the education and training of medical professionals who are highly competent, globally competitive, ethical, caring and dedicated to serve the health needs of the city of Manila, the nation and the world. Guided by this mission, the PLM College of Medicine seeks: • To produce excellent community-oriented medical practitioners who value human life and promote health and wellness. • To nurture the ideals of nationalism and the values of social sensitivity and responsibility, holistic care with compassion and dedication to the medical profession. • To create a culture of academic excellence and social responsibility among the administrators, faculty and staff. • To provide quality and relevant researches. • To strengthen local, national and international linkages that will contribute to quality medical education. • To provide appropriate and adequate infrastructure in support of the community-oriented medical education. • To involve the alumni association in enhancing and sustaining community-oriented medical programs. University of the Philippines Manila College of Medicine, Philippines

The University of the Philippines Manila (UP Manila) is one of the eight constituent units (seven constituent universities and one autonomous college) of the University of the Philippines (UP) System. It is a public and secular institution of higher learning that offers academic and training programs, as well as extension services in the health sciences, health professions education, arts, and sciences. The history of UP Manila is a compendium of the history of its individual units, some of which, like the College of Medicine (CM) and the Philippine General Hospital (PGH), antedate the establishment of the University of the Philippines. The Philippine Medical School, CM’s forerunner, was established on December 1, 1905 by the Philippine Commission under Commonwealth Act No. 1415 and opened on June 10, 1907, initially housed at the School for the Deaf and Blind on Malecon Drive (now Bonifacio Drive). It was later renamed UP College of Medicine and Surgery under Act No. 1870. The School transferred to its present home along Pedro Gil Street on July 1, 1910. The control and management of the medical school was entrusted to the Board of Regents on December 8, 1910. Its name was shortened to UP College of Medicine on March 1, 1923. In 1907, the US government passed a law establishing the PGH. On September 1, 1910, the 350-bed capacity hospital was opened to the public for health care delivery and clinical instruction and training of medical students, with Dr. Paul Freer as the first Medical School Dean until 1912. On February 5, 1915, the Philippine Legislative Act No. 2467 reorganized the Training School for Nurses into the PGH School of Nursing and established it as a department of PGH. The Philippine Legislature Act No. 1870, known as the University Charter, marked the birth of the University of the Philippines in Ermita, Manila on June 18, 1908, as the first and premier state institution of higher learning in the country. The Ermita Campus at Padre Faura where UP Manila now stands, thus, became the seat of excellence in education and advanced instruction in literature, philosophy, health sciences and the arts, as well as professional and technical training. A few years later, in 1914, 1915 and 1927, the School of Pharmacy, Department of Dentistry and the School of Public Health were created, respectively, under the College of Medicine (CM). These units eventually became full-fledged degree-granting units in 1935, 1948, and 1932, respectively. The general objectives of the Health Sciences Center were to provide leadership in education, research and services in the various sciences and thereby in health care of the highest quality; to provide for collaboration, integration, and coordination of the units for economy and productivity; to influence national policies and decision-making relative to health; develop innovative programs, projects, and models that are responsive to the health needs and aspirations of the country; and to make the Center more responsive to the country’s healthcare system through the development of improved techniques, better facilities, and maximization of the health science units. In 1972, the UP College Manila was instituted as the first extension unit to offer liberal arts courses. Thereafter, UP was reorganized into the University of the Philippines System to effect institutional unity, while allowing decentralization of authority and autonomy of the component units through Presidential Decree No. 58, promulgated on November 20, 1972, under the administration of President Ferdinand E. Marcos. It was approved by the Board of Regents at its 828th meeting on November 21, 1972, for implementation on January 1, 1973. The Health Sciences Center became an autonomous component of the UP System through Executive Order No. 519 dated January 24, 1979. At that time, the Center was composed of the College of Medicine (CM), College of Pharmacy (CP), College of Dentistry (CD), Institute of Public Health (IPH) now College of Public Health (CPH), School of Allied Medical Professions, now College of Allied Medical Professions (CAMP), Philippine General Hospital (PGH), University of the Philippines Health Service (UPHS), Philippine Eye Referral Institute (PERI) renamed as the Institute of Ophthalmology, National Teacher Training Center for the Health Professions (NTTC-HP), Comprehensive Community Health Program, and the Anesthesiology Center Western Pacific. The last two units have since been abolished. Through Executive Order No. 4, issued by then UP President Edgardo Angara on October 22, 1982, the Center was renamed University of the Philippines Manila and became the second autonomous unit of the UP System. This period also saw thetransfer of the Colleges of Nursing and Pharmacy from Diliman to the Manila Campus where they joined the rest of the health science units at the Old NEDA Building in Padre Faura. On December 21, 1983, UPM underwent its first reorganization through Executive Order No. 11 integrating the UP Health Sciences Center and the College of Arts and Sciences (formerly called UP College Manila). The Board of Regents approved the second reorganization of UP Manila at its 1007th and 1008th meetings on December 21, 1987 and February 11, 1988, respectively. This reorganization transformed and crystallized UP Manila’s philosophy, mission, organizational structure, governance and academic programs to what they are today. In 1989, the Institute of Health Sciences (IHS) which used to be an extension unit of the College of Medicine, was transformed into the School of Health Sciences (SHS) and became an independent unit of UP Manila. On January 8, 2008, the University of the Philippines began its centennial celebration. As part of U.P.’s centenary, an Oblation statue in front of the Philippine General Hospital was unveiled in December 2008. U.P. Manila is the only campus with two such monuments. Tyumen State Medical University, Russia

The Tyumen State Medical Academy was established in 1963 as the Tyumen State Medical Institute. A prerequisite for setting up the medical institution was intensive development of Tyumen region in the 1960s, discovering large oil and gas fields. Infrastructure was forming; crowds of new people were arriving to work, the first movers of the Tyumen North. Population growth gave rise to the demand in setting up a medical higher education establishment in Tyumen as well as development o f medical science. Rotation shifts and expeditions were the only possible ways of work under“northern conditions”. 1960s-1980s Tyumen medical scientists participated in over 20 expeditions together with geologists, oil and gas workers. The Laboratory of Medical and Biological Issues and Occupational Physiology was established and successfully operated at the Tyumen Medical Institute. Unique were the publications on chronomedicine and chronobiology of the scientist and teacher of the Tyumen State Medical Institute Gennadiy Gubin. In 1970s he managed to assemble the like-minded group and establish the school of sciences. The scientists were studying the problems of health protection of people living and working in extreme conditions of oil and gas recovery areas. In 1995 the Tyumen State Medical Academy obtained the status of the Academy. In 2013 the Tyumen State Medical Academy celebrated its 50th Anniversary. Nearly 30 thousand specialists, namely doctors, pharmacists, managers for the healthcare system of Tyumen region and other areas have been trained over this period. At present there are five faculties at the Tyumen State Medical Academy as follows: the General Medicine Faculty, Pediatric Faculty, Pharmaceutical Faculty,Stomatological Faculty and Nursing Faculty. Each year higher education programs are provided to approximately 3500 students. Continuous professional education of doctors and pharmacists is ensured by the Advanced Training Faculty. There are 72 departments at the Academy. Most of the chairs are clinical. The Academy disposes of five teaching buildings. The clinical training of the Academy’s students is provided at the premises of 23 leading medical and preventive treatment facilities of Tyumen. The Tyumen State Medical Academy has a number of Agreements of Cooperation. Among international partners of the Academy there are the following higher education institutions: the University of Strasbourg (France), the Medical University of Astana (Kazakhstan), the South-Kazakhstan State Pharmaceutical Academy (Kazakhstan), the University of Debrecen (Hungary). Since 2012 the Tyumen State Medical Academy has been participating in the implementation of the international educational TEMPUS project, financed by European Union. In 2013 the front of the main building of the Tyumen State Medical Academy was decorated with the monument to a territorial doctor, a symbol of service to people and loyalty to avocation. A bronze statue, 2.5 meters high, represents a generalized character of the XIXth century doctor with a medical kitbag, who races to rescue to patients (the sculptor is the member of the Union of Russian Artists, V. Sharapov). The monument has been totally built at the expense of donations. The design was developed by joint efforts of the Academy’s staff, students, graduates of various years of studying, medical institutions of the region and grateful health care consumers.
